The European Youth Forum was founded in 1996 bringing together all the main youth organisations in Europe under one common platform. Its main objective was, and remains, to be the voice of young people in Europe, by representing and advocating their needs, their interests, and their rights, and those of their organisations towards European and other international institutions.

From 1996 to today, the challenges young people and youth organisations face have changed significantly and are constantly evolving, and the Youth Forum’s policy work is constantly adapting accordingly. Several policy positions are time-specific, relating to current situations and issues, and become outdated once the issue has passed. Other policy themes, however, have remained throughout. They form the bedrock of the European Youth Forum’s policy work.
